MINUTES OF THE JANUARY 28, 2010 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT THE SETAUKET FIRE DEPARTMENT, MAIN STREET, EAST SETAUKET, NY

Present was Mayor Barbara Donovan, Trustees Carol Lane, Kathleen Matthews and Sandy Nicoletti.  Also present was Village Attorney Peter Sverd and 16 residents.  Excused was Trustee Christine Vitkun.

INFORMATIONAL MEETING-PROPOSED DOG PARK AT WALNUT PARK
Janet Kagel and Susan Laskowski presented the following:

  1. Benefits of a dog park
  2. Location of proposed dog park.
  3. Minimal work needs to be done to complete the park (fence on fourth side, signage, gate, trimming of bushes and chicken wire.  Cleanup bags already available at Walnut Park.
  4. Rules for the dog park.
  5. Where the committee obtained their research.

 

The meeting was then opened to the residents for their questions and input.

  1. Resident:  Will we enclose the perimeter using the existing fence?  Response:  Yes, three sides are already there, we would need to obtain a fence for the fourth side.
  2. Resident:  If we need additional parking in the future can the size of the park be reduced?  Response:  There should be sufficient parking, however, it can always be revisited.
  3. Resident:  Would the Village be the owner?  Response:  Yes.
  4. Resident:  Would the Village need additional insurance?  Response:  We will need to verify this with our insurance broker.
  5. Resident:  The Village should not incur the additional cost.
  6. Resident:  I think this is a great idea.  I find dogs are more aggressive when they are on a leash then off a leash.  Response:  The dog owner is liable for their own dog.
  7. Resident:  Who is allowed to use the park?  Response:  Village residents who complete the application to use the dog park.  We are looking to collect a reasonable fee to cover the costs of maintaining the park.
  8. Resident:  How will we know if they have completed an application?  Response:  The owner will either be given a pass or possibly a sticker for the dog’s collar.
  9. Resident:  Who will monitor the park?  Response:  We will have to self police.
  10. Resident:  Will there be sufficient parking during the summer?  Response:  There should be sufficient parking.
  11. Resident:  Is the Local Law regulating Dogs upon Village Beaches being changed?  Response:  It is being looked at.
  12. Resident:  Are you afraid non residents will use the park?  Response:  We don’t feel non residents will walk to the park.  If they drive to Walnut Park they need a Village parking sticker or they will receive a parking summons.
  13. Resident:  What if you have a visitor and they have a dog would they be allowed to use the park?  Response:  We can have visitor’s passes available.
  14. Resident:  Great idea, I do miss walking my dog on the beach.  Is the law going to change?  Response:  There will be no changes to our laws unless mandated by the State until the comprehensive plan is completed.
  15. Resident:  Expenses should be incurred by the dog owners.

 

Handouts were given to all the attendees and additional handouts will be available at Village Hall.

The Board thanked Janet Kagel and Susan Laskowski for all the hard work and recommendations for the proposed dog park.

Village Board Meeting resumed at 7:40 P.M.

A motion was made by S. Nicoletti seconded by K. Matthews to approve the minutes of December 17, 2009.  Aye S. Nicoletti, K. Matthews, C. Lane and B. Donovan.  Nay 0.

A motion was made by S. Nicoletti seconded by K. Matthews to pay bills totaling $6,062.57.  Aye S. Nicoletti, K. Matthews, C. Lane and B. Donovan.  Nay 0.

Treasurer’s Report-John Lane
Reviewed current Treasurer’s report and audit report.
The collateral report has been reviewed and is in order.
A motion was made by C. Lane seconded by K. Matthews to accept the Treasurer’s report.  Aye C. Lane, K. Matthews, S. Nicoletti and B. Donovan.  Nay 0.

2010/2011 Budget
Trustees Park:  Commissioner Ted Masters is requesting a minimum of $10,000.00 to repair the tennis courts to get them up and running.  K. Matthews and B. Donovan to meet with Ted Masters regarding the repairs.  K. Matthews suggested a possible bond issue to cover the costs of the repairs.
John Lane recommended a balanced budget.
Almost all the funds received from National Grid and LIPA for the repairs and refurbishment of Village Hall have been spent.
John Lane, Christine Vitkun and Eileen Harvey should schedule a meeting to work on the budget.

Resident Comments:

  1. What funds did we receive from LIPA and National Grid?  Response:  We received $50,000.00 from National Grid and $50,000.00 from LIPA for repairs and refurbishment of Village Hall.
  2. Resident:  You may be able to get a security grant for the lights for the new Public Safety Vehicle. 

REPORT OF OFFICERS, COMMISSIONERS AND COMMITTEES
Carol Lane-Trustee for Environment & Shore Lines 
Comprehensive Master Plan:  No update.
2010 Stormwater Annual report:  The forms are still not available. C. Lane will schedule a meeting with Carrie O’Farrell from Nelson & Pope
Grounds Maintenance/Roadsides:  C. Lane will be meeting Kent from Pristine Property Care LTD on 2/16/10 at 3:30 P.M. to discuss our grounds maintenance contract for the upcoming season.  The Village does have an option to renew this contract.  We should have a specific start date.

Resident Comments:

  1. Resident: The French drain at Tinker Bluff is not working and should be replaced.  Response: When it was installed its life expectancy was only 7 years, and it has been 25 years since it was installed.  I believe we will need DEC approval to replace it.  C. Lane to discuss with Carrie O’Farrell.

Kathy Matthews-Trustee for Drains and Parks
Drains:  Nothing new.  Code is moving the leaves away from the drains; maybe they should remove the leaves.
Environmental Action Committee: Nothing new.
Greenhouse: The Three Village Trust is looking to use the greenhouse; they would pay for the repairs and pay a minimal amount as rent to the Village.  In addition they would need to supply the Village with insurance coverage.
Sandy Nicoletti-Trustee for Public Safety & Van Brunt Manor Park and Beach
R. Fikar and S. Nicoletti to prepare an ad that could run in our local paper for a code enforcement officer (security guard).  The applicant must have a security license.
The Building Inspector has requested using the Taurus when on Village Business instead of his own vehicle.
Lights for the new Public Safety vehicle would cost the Village about $2,000.00.
Van Brunt Beach: Nothing new.
Resident Comments:

  1. Resident:  Did we purchase the heavy duty alternator for the new vehicle?  Response: No.  The light package we are looking at does not require a heavy duty alternator.
  2. Resident:  You should look into grants for the lights.
  3. Resident:   Instead of the expense of repairing and insuring the Taurus maybe we should pay the building inspector mileage.

Christine Vitkun-Trustee for Finance, Website & Waste Management (Excused)
Website:  The garbage schedule could be placed on the website.
Waste Management: Nothing new.
Resident Comments: None

Additional Reports:
Harbor & Moorings: Nothing new.
Roads: Nothing new.
Building Inspector:
Permits: No new permits.
Attorney: The new building permit application needs to have the regulations for illicit discharge and stormwater management included on the permit.
Researching amendments to the dog law.
Planning Board:  Nothing new.
Zoning Board of Appeals: Nothing new.

Other Business
Audit Report:  Discussed during Treasurer’s report.
Building Permit Application:  Awaiting Peter Sverd’s recommendation.
Tennis Court:  Tennis Court needs to be locked to avoid someone getting hurt.

New Business:
