MINUTES OF DECEMBER 17, 2009 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT VILLAGE HALL
Present was Mayor Barbara Donovan, Trustees Carol Lane, Christine Vitkun, Sandy Nicoletti and Kathleen Matthews. Also present was Village Attorney Peter Sverd and 6 residents.
A motion was made by S. Nicoletti seconded by C. Lane to approve the minutes of November 19th, 2009 as written. Aye S. Nicoletti, C. Lane, C. Vitkun, K. Matthews and B. Donovan. Nay 0.
A motion was made by C. Lane seconded by C. Vitkun to approve Treasurer’s Report as presented. Aye C. Lane, C. Vitkun, K. Matthews, S. Nicoletti and B. Donovan. Nay 0.
A motion was made by K. Matthews seconded by S. Nicoletti to pay bills totaling $679.00, $35,069.00 and $645.00. Aye K. Matthews, S. Nicoletti, C. Lane, C. Vitkun and B. Donovan. Nay 0.
Treasurer’s Report-John Lane
John Lane reviewed current Treasurer’s Report. A motion was made by C. Lane seconded by C. Vitkun to approve Treasurer’s Report as presented. Aye C. Lane, C. Vitkun, K. Matthews, S. Nicoletti and B. Donovan. Nay 0.
The audit report was received from R.S. Abrams & Co. LLP; review of the report is being tabled until January 2010.
J. Lane noted that our collateral at Suffolk County National Bank is adequate for our deposits.
REPORT OF OFFICERS, COMMISSIONER AND COMMITTEES
Carol Lane-Trustee for Environment & Shore Lines
Drains: There are new requirements for this year Stormwater Management Report. C. Farrell from Nelson Pope and Voorhis is to keep the Village informed of the new requirements.
Harbor & Moorings: Nothing new.
Comprehensive Master Plan: An informational meeting is to be scheduled in January 2010.
Public Comments: None
Kathy Matthews-Trustee for Road, Roadsides and Parks
Parks & Beaches: K. Matthews would like a breakdown of the expenses of California Park for the current fiscal year.
Roads & Roadsides: The streets in the village were swept again by the Town of Brookhaven. It is too late in the year to have any paving done.
Grounds Maintenance: It seems that there was a misunderstanding of our current contract with Pristine Property Care Ltd and removal of leaves from the Village. The current contract is to remove leaves from the Village Parks. K. Matthews feels the leaves are a major problem in the Village. She is going to try to obtain information about a possible grant to have all the leaves removed from the Village streets next fall.
A discussion regarding the upcoming grounds maintenance contract is needed before it goes out to bid. It was brought to the attention of the Board that our grounds maintenance contract can be renewed with the existing contractor at the Board’s option.
Public Comments:
- Resident: Leave the leaves where they fall.
- Resident: Do we use any pesticides? Response: Everything is natural and organic.
- Resident: There are two large shrubs on the corner by 88 Van Brunt Manor Road that need to be trimmed. Response: K. Matthews to contact the homeowner to trim the bushes within the next 30 days.
Sandy Nicoletti-Trustee for Public Safety & Van Brunt Manor Park and Beach
Public Safety: Reviewed monthly report, a large gathering on Tinker Bluff Court required assistance from Suffolk County Police.
Public Comments:
- Resident: Does Public Safety patrol until midnight? Response: Yes on some nights.
Christine Vitkun-Trustee for Finance, Website & Waste Management
Website: The front page now has more space and is updated more frequently.
Waste Management: Nothing
Public Comments: None
Attorney: No news. The prosecutor needs a key to the clerk’s office during court.
Environmental Action Committee (LIPA): No meeting.
Building Inspector:
Code Enforcement: Discussion on installing lights on the new public safety vehicle has been tabled until our January 2010 meeting. The decals have been placed on the new Public Safety vehicle. Public Safety’s cell phone is not working properly. They are to check with Verizon to see what the cost would be to replace the phone.
Revised Building Permit Booklet: Nothing new.
Permits: No new requests.
Planning Board: No meeting in December.
ZBA: No meeting in December.
Other Business:
Dog Ordinance: The Board thanked J. Kagel and her committee for all their hard work in preparing recommendations to change our current dog ordinance and the possible creation of a dog park at Walnut Park.
It was recommended that we hold an informational meeting regarding the proposed dog park at either at the Emma S. Clark Library or Setauket Fire House on January 28, 2010. The Board asked J. Kagel to be available to present the proposal.
The board asked P. Sverd to re-write the recommendations into local law format. Discussion tabled until this is done.
New Business:
Cannon’s original quote of $129.00 a quarter for a new copier was incorrect. It will cost the Village $57.00 a month.
A draft for the Village’s newsletter should be completed in the beginning of January.
If we are planning on parking the Public Safety vehicles in the back after we fence in the area, we should consider additional surveillance cameras.
