MINUTES OF NOVEMBER 19, 2009
MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT
HELD AT 7:00 P.M. AT VILLAGE HALL
Present was Mayor Barbara Donovan, Trustees Sandy Nicoletti, Carol Lane, Christine Vitkun and Kathleen Matthews. Also present was Village Attorney, Peter Sverd and 3 residents.
No quorum was present on October 8, 2009; therefore, no business was conducted.
A motion was made by C. Lane seconded by C. Vitkun to accept the minutes of October 22, 2009 as corrected. Aye C. Lane, C. Vitkun, S. Nicoletti, K. Matthews and B. Donovan. Nay 0.
A motion was made by C. Vitkun seconded by S. Nicoletti to accept the Treasurer’s report as presented. Aye C. Vitkun, S. Nicoletti, C. Lane, K. Matthews and B. Donovan. Nay 0.
A motion was made by C. Vitkun seconded by C. Lane to have General Code codify Local Laws Nos. 1 and 2 of 2009. Aye C. Vitkun, C. Lane, S. Nicoletti and B. Donovan. Nay 0. K. Matthews had left the meeting prior to this motion being made.
A motion was made by C. Lane seconded by C. Vitkun to accept the proposal for a new copier from Cannon Business Solutions at a rate of $129.00 a quarter. Aye C. Lane, C. Vitkun, S. Nicoletti and B. Donovan. Nay 0. K. Matthews had left the meeting prior to this motion being made.
A motion was made by C. Vitkun seconded by S. Nicoletti to approve bills totaling $45,908.89, $73.50 and $88.00. Aye C. Vitkun, S. Nicoletti, C. Lane and B. Donovan. Nay 0. K. Matthews had left the meeting prior to this motion being made.
A motion was made by S. Nicoletti seconded by C. Lane to increase the salary of R. Fikar by a $1.00 an hour. Aye S. Nicoletti, C. Lane, C. Vitkun and B. Donovan. Nay 0. K. Matthews had left the meeting prior to this motion be made.
Treasurer’s Report-John Lane
John Lane reviewed the current financial reports. Currently there is $12,454.42 due the Village in past due taxes. When our next past due tax bills are prepared for December they are to be mailed to our residents registered with a return receipt.

REPORT OF OFFICERS, COMMISSIONERS AND COMMITTEES
K. Matthews-Trustee for Roads, Roadsides and Parks
Parks & Beaches-Currently we do not have the money to repair the tennis courts at Trustee Park. Maybe the Civic Association could have a fundraiser for the repairs. B Donovan to prepare a sign that the tennis courts are closed for the season.
Roads/Roadsides- The potholes in the Village have been repaired. It is too late in the season to have the previously suggested streets paved. Cedar Avenue has some bad areas; however they are covered with leaves.
Ground Maintenance-Pristine Property Care Ltd. contract will end in December. A new contract needs to be prepared for next years bid.
Steve’s Path is to be closed for the season. The Clerk’s office is to call C. Castillo to see if there is a sign to that effect.
Residents Comments:
- Resident: Who will be putting the chain on the tennis courts? Response: We will contact Ted Masters. B. Donovan to prepare the closed sign.
- Resident: Is the Village contemplating picking up the leaves? Response: Not a special pickup. Our garbage company will pick up 6 bags of leaves each Monday and Thursday.
Carol Lane-Trustee for Environment & Shore Lines
Drains: The leaves on top of the drains are being moved by Public Safety. The leaves should be placed on the right of way.
We received a call from Eastern Environmental Solutions Inc. regarding an unpaid bill for the cleaning of a catch basin at California Park. It is our belief that this is a double billing and thought it had been resolved as our invoice that was paid in August. The Clerks office is to write a letter to Eastern Environmental regarding this issue.
Harbor & Moorings: The Harbor Commission met last night to review the activities of this boating season.
Comprehensive Master Plan: The committee is looking to have an informational meeting regarding there results on 12/9/09. It was suggested that this meeting be held in January after presenting their results to the Village Board.

Sandy Nicoletti-Trustee for Public Safety & Van Brunt Manor Park and Beach
Public Safety: Two cars were broken into on Singingwood Lane. A reminder should be placed on our website that residents should lock their cars.
We are still obtaining quotes to install lights on our new public safety vehicle.
Van Brunt Manor Beach: The top of the drains need to be raked.

Christine Vitkun-Trustee for Finance, Website & Waste Management
Website: Trying to keep the website updated. We need bigger font and more room.
Waste Management: Six bags of leaves will be taken each Monday and Thursday.

Attorney: The committee has submitted their recommendations to amend our dog ordinance and establish a dog park. The Board is to review the recommendations and we will discuss this at our next meeting. The free running poultry would be covered under our Nuisance Law and a violation could be written.
Environmental Action Committee (LIPA)-Janet Kagel: No discussion.
Building Inspector:
Code Enforcement-Bob Fikar: No additional discussion.
Revised Building Permit Booklet: M. Kirk working on improving our booklet.
Permits: No new permits.
Planning Board: The Planning Board is currently working on a dock application request.
Zoning Board of Appeals: A meeting was held 11/11/09 and a variance was approved for 19 Cedar Avenue.
Other Business:
- C. Lane and J. Lane fixed the fence at Shore Road and Van Brunt Manor Road.
- Lights at Silver Beech Court have still not been installed.
- B. Donovan to remind ZBA and Planning Board of their training requirements.

Returned from Executive at 9:25 P.M.
