MINUTES OF OCTOBER 22, 2009 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT VILLAGE HALL
Present was Mayor Barbara Donovan, Trustees Sandy Nicoletti, Christine Vitkun, Carol Lane and Kathleen Matthews. Excused was Village Attorney Peter Sverd. In addition, there were 3 residents in attendance.
A motion was made by C. Vitkun seconded by K. Matthews to approve the minutes of September 10, 2009 as corrected. Aye C. Vitkun, K. Matthews, C. Lane and B. Donovan. Nay 0.

A motion was made by C. Lane seconded by C. Vitkun to approve the Treasurer’s report.

Treasurer’s Report-John Lane
Reviewed current Treasurer’s report. It was suggested that the interest earned from our certificate of deposits at Suffolk County National Bank be listed as a total number and not individually. The Clerk is to supply the Board with a break down of the expenses paid at Trustees Park.

Carol Lane-Trustee for Environment & Shore Lines
Drains: C. Lane to check the drains at Singingwood Lane and Indian Valley Road as they may be filled.
Signs: A motion was made by K. Matthews seconded by C. Lane to have Sign-A-Rama prepare the new welcome sign for Village Hall at a cost of $110.00. Aye K. Matthews, C. Lane, C. Vitkun, S. Nicoletti and B. Donovan. Nay 0.
Harbor-John Lane: The next meeting of the Harbor Commission is November 18, 2009 at the annex it Port Jefferson.
Comprehensive Master Plan: The committee is in the process of tallying the surveys. We received approximately 130 responses.

Kathy Matthews-Trustee for Roads, Roadsides and Parks
Parks & Beaches: Pristine Property Care, Ltd is doing a much better job. A tractor trailer inadvertently tried to turn around in Trustees Park on Thursday evening October 15th. We are in the process of obtaining estimates to repair the damage.
Roads/Roadsides-Paving: We need to obtain quotes for paving White Pine Lane from Osprey Lane to Dyers Court, White Pine Lane from Dyers Court to Van Brunt Manor Road. In addition we need to obtain a quote of Van Brunt Manor Road from Shore Road to White Pine Lane.
Ground Maintenance: The phragmites on Van Brunt Manor Road are being maintained better, but still need to be cut back more.

Public Safety: Plans for Halloween coverage are being finalized.

Christine Vitkun-Trustee for Finance, Website & Waste Management
Website: The improvements to our website look very nice and are more user friendly.
Waste Management: Leaves need to be bagged and placed by the resident’s garbage cans.
Resident Comments: Resident: Usually we receive complaints regarding the carters not taking all the bulk items they are required. I have found them to be very accommodating.
Attorney: Excused
Dog Ordinance: J. Kagel and S. Laskowski are working on recommending the Village install a dog park at Walnut Beach and make changes to our ordinance. P. Sverd, Village Attorney, to review recommendations.
Poultry Ordinance: Public Safety has given a warning to the owner of the wandering poultry. The poultry must be contained by a fence.
Trustees Park: We are in the process of obtaining prices to repair the damage at Trustees Park.
Environmental Action Committee (LIPA): Bob Fishback is a great liaison between the Village of Poquott and LIPA.
Resident Comments: Resident: What is going to happen to the plant if they are not currently using it? Response: They (LIPA) are looking at their options.
Building Inspector:
Code Enforcement: R. Fikar is obtaining prices for detailing the new Public Safety vehicle.
Parks and Beaches: K. Matthews to look at the dead tree on Singingwood to see if it belongs to the Village.
Permits: No new permits.
Planning Board: The board met on 10/12/09, they are currently reviewing a recent application request for a resident to install a dock.
ZBA: The Board is meeting on 11/11/09 at 8:00 P.M. to review a request for a variance for 19 Cedar Avenue.
Other Business:
Lights-Silver Beech Ct: Clerk is to find out what is delaying the installation.
ZBA & Planning Board Training Requirement: Ted Masters and Carol Castillo attended the recent training.
New Business:

Our lease for the photo copier at Village Hall is expiring in December; we are currently obtaining prices for new lease equipment.
Our handyman is to fix the fence at Shore Road triangle.
C. Lane received a complaint from a resident on Silver Beech Ct regarding debris on the property behind him. Public Safety to investigate the complaint from the resident
J. Newfield obtained quotes for fencing the area in back of Village Hall to allow the parking of our Public Safety vehicles. To be reviewed at a later date.
