MINUTES OF THE AUGUST 27, 2009 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT VILLAGE HALL

Present were Mayor Barbara Donovan, Trustees Carol Lane, Sandy Nicoletti and Kathleen Matthews.  Also present was Village Attorney, Peter Sverd and 5 residents.  Excused was Christine Vitkun.

A motion was made by S. Nicoletti seconded by C. Lane to accept the minutes of the July 6th, 2009 organizational meeting as corrected.  Aye S. Nicoletti, C. Lane, K. Matthews and B. Donovan.  Nay 0.
A motion was made by C. Lane seconded by S. Nicoletti to accept the minutes of the July 6, 2009 regular meeting as corrected.  Aye S. Nicoletti, C. Lane, K. Matthews and B. Donovan.  Nay 0.
A motion was made by S. Nicoletti, seconded by C. Lane to accept the minutes of July 23, 2009 as corrected.  Aye S. Nicoletti, C. Lane, K. Matthews and B. Donovan.  Nay 0.
A motion was made by S. Nicoletti at 7:12 P.M. to go to Executive Session to discuss a potential litigation.  The Board returned from Executive Session at 7:21 P.M.
A motion was made by C. Lane seconded by K.  Matthews to accept the Treasurer’s report as read.  Aye C. Lane, K. Matthews, S. Nicoletti and B. Donovan.  Nay 0.
A motion was made by C. Lane seconded by K. Matthews to appoint Cindy Davis to the Planning Board.  Aye C. Lane, K. Matthews, S. Nicoletti and B. Donovan.  Nay 0.
A motion was made by K. Matthews seconded by C. Lane to pay bills totaling $16,871.85.  Aye K. Mathews, C. Lane, S. Nicoletti and B. Donovan.  Nay 0.
A motion was made by S. Nicoletti seconded by C. Lane to pay Robert Fikar time and a half for the hours he worked at the Fish Fry on August 1, 2009.  Aye S. Nicoletti, C. Lane, K. Matthews and B. Donovan.  Nay 0.

Treasurer’s Report-John Lane

  1. Reviewed current reports.
  2. A motion was made by C. Lane seconded by K. Matthews to accept the Treasurer’s report as read.  Aye C. Lane, K. Matthews, S. Nicoletti and B. Donovan.  Nay 0.
  3. The Clerk to supply a report of past due unpaid taxes.
  4. The Village has no obligation to refund taxes to a resident if the Village was not part of the original Notice of Petition.  The Attorney to supply the Village Clerk with a letter to respond to the resident’s request.

REPORT OF OFFICERS, COMMISSIONERS AND COMMITTEES
Carol Lane-Trustee Environment & Shore Lines
Drains:  The drain at California Park has been cleaned.
Signs:  Obtaining a price for a new Village Hall entrance sign.  Our handyman will be installing the additional signage “permit required” to our park signs.
Harbor & Moorings:  The primary patrol boat of the Harbor Master has been out of service.  SC Police have been assisting the Harbor Master in patrolling the harbor.
Comprehensive Master Plan:  Roger Flood
Discussion on the survey that will be sent to the residents.

  1. It was recommended that the survey be shortened.
  2. Maybe we can mail it in two parts.
  3. Possibly remove questions 5,6,7 and 19.
  4. Question # 20 is good and will supply significant information.
  5. The Committee to stuff the envelopes for the mailings.
  6. Surveys can be dropped or mailed back to the Village Hall.

Resident Comments:

  1. Resident:  Where are you putting the Pet Waste Bag Dispensers?  Response:  At the parks.

Kathleen Matthews-Trustee for Roads, Roadsides and Parks
Parks and Beaches: K. Matthews will be meeting with Ken Valadez  from Pristine Property Care, LTD regarding trimming the bio-retention area.
Road/Roadsides: K. Matthews to set up a meeting with Lois Mitchell, John Evans and Barbara Donovan.
Ground Maintenance: The phragmites need to be trimmed on Van Brunt Manor Road.

Sandy Nicoletti-Trustee for Public Safety & Van Brunt Manor Park and Beach
Public Safety:

  1. Public Safety to check the boats at our parks for proper stickers and inform the Clerks office of violators.
  2. Some residents felt threatened by NYPIRG solicitors.  Unfortunately, we can not stop them from coming into the Village.

Christine Vitkun-Trustee for Finance, Website & Waste Management (Excused)
Website:  We are still obtaining quotes to upgrade our website.
Waste Management:  Lids are being place back on the garbage cans.
Resident Comments:

  1. Resident:  The old calendar is still on the website and other incorrect information.  Response:  We are looking into upgrading our website, but in the meantime we will try correcting the errors on the website.

Attorney: I am working on a few projects that will be completed in the next week.
Environment Action Committee (LIPA):  No recent meeting
Building Inspector:
Building:  Building Inspector is in the process of obtaining a price for new steps to the basement.
Permits:  No new requests.
Planning Board:

  1. A discussion with a resident regarding a subdivision.  No formal request.
  2. Too much time has elapsed on the dock permit request; a new application would be required.

Zoning Board of Appeals:  Nothing new.
Other Business:
Lights:  The light pole has been replaced at the corner of China Lane and Singingwood.
 The new lights on Silver Beech Court have not been installed.
Fire Department/Gas Station update:  Our last bill reflected a service fee of $125.00.  B. Donovan to speak to the Fire Department.
New Business:
Bills:  A motion was made by K. Matthews seconded by C. Lane to pay bills totaling $16,871.85.  Aye K. Matthews, C. Lane, S. Nicoletti and B. Donovan.  Nay 0.

  1. 2010 Census Construction Program
  2. Letter from the Setauket Fire Department

A motion was made by S. Nicoletti at 9:05 P.M. to go Executive Session to discuss a personnel issue.  Returned from Executive Session at 9:17 P.M.
A motion was made by S. Nicoletti seconded by C. Lane to pay Robert Fikar time and half for the hours he worked at the Fish Fry on August 1, 2009.  Aye S. Nicoletti, C. Lane, K. Matthews and B. Donovan.  Nay 0.

A motion was made at 9:20 P.M. by C. Lane to adjourn the meeting.
