MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD ON JULY 23, 2009 AT 7:00P.M.
Present Mayor Barbara Donovan, Trustees Carol Lane, Sandra Nicoletti, and Christine Vitkun, absent Trustee Kathleen Matthews. Also present Attorney Peter Sverd and two residents.
A motion to approve payment of bills payable in the amount of $53,115.74 was made by S. Nicoletti, seconded by C. Lane.
A motion to approve the appointment of Peter Sverd as Village Prosecutor was made by C. Vitjkun, seconded by C. Lane.
A motion to authorize the mayor to sign the snow contract with the Town of Brookhaven was made by C. Vitkun, seconded by C. Lane.
A motion to authorize the treasurer to invest the funds in the money market account in whichever bank offered the best interest rate and term was made by C. Vitkun, seconded by S. Nicoletti.
Minutes of the June 11, 2009 meeting were accepted as corrected on a motion by S. Nicoletti, seconded by C. Lane, Aye B. Donovan, C. Lane, C. Vitkun, S. Nicoletti, Nay 0.
Minutes of the June 25, 2009 meeting were approved as corrected on a motion by C. Lane, seconded by S. Nicoletti, Aye B. Donovan, C. Lane, S. Nicoletti, C. Vitkun, Nay 0.
TREASURERS REPORT- the Clerk read the Treasurers report to the Board. After discussion on investing of funds a motion to authorize the treasurer to invest the money market funds at a bank offering the best interest and term was made by C. Vitkun, seconded by S. Nicoletti, Aye b. Donovan, C. Lane, S. Nicoletti, C. Vitkun, Nay 0.

- DRAINS—the drain on Washington Street has not been cleaned out yet. The Clerk was asked to contact the drain company and get it done ASAP.
- MASTER PLAN—survey still being discussed.

- ROADS- curbing project for Indian Valley awaiting contractor start.

1) PUBLIC SAFETY- report read—discussion on Setauket Fire District imposition of maintenance fee.

- Resident—Village usage of Setauket Fire District for gasoline for public Safety vehicles is valid.
CHRISTINE VITKUN-TRUSTEE FOR FINANCE, WEBSITE & WASTE MANAGEMENT
- WEBSITE- a meeting is scheduled for 7/28 with the website host.
- WASTE MANAGEMENT- carter is inconsistent with pickup of cardboard boxes. Carter will be called by commissioner.
ATTORNEY
If the response has been received from the Suffolk County Planning Board the Village can schedule a public hearing for 8/13/2009 for Local Law 2-2009. He will research the possibility of changing the fiscal year of the Village.
The Mayor asked for approval to appoint Peter Sverd as Village Prosecutor. A motion to approve the appointment of Peter Sverd as Village Prosecutor was made by C. Vitkun, seconded by C. Lane, Aye C. Lane, S. Nicoletti, and C. Vitkun. Nay 0.
ENVIRONMENTAL ACTION COMMITTEE
The committee is basically dormant now. A question was raised about the mulch odor from the area on LIPA rented out to a local landscaper. This will be referred to K. Matthews for resolution.
BUILDING INSPECTOR
- Village Hall renovations are ongoing.
- Code Enforcement—R. Fikar reported that several cars were broken into and personal items stolen. All residents involved filed police reports. The new signs installed at the parks need signage referencing the Local Law re; Parking Stickers.

OTHER BUSINESS
- The Clerk reviewed with the Board doggie bag dispensers for all parks. After discussion the Clerk was approved to order 5 dispensers w/posts for the parks.
- The Clerk reviewed the cost estimates received from distributor of Trojan Batteries and the estimate from Competition Auto for replacement batteries for the GEM. The Board approved the purchase from the distributor with our handy man as installer.
- The Clerk advised the Board that the vehicle requested by Public Safety as a replacement for the ford Taurus was not available. Instead a Chevrolet Equinox is being priced with Ramp Chevrolet. Also a Jeep Liberty has been seen advertised for under the budgeted amount for a new vehicle. The Clerks office will try to get several quotes from local dealers for a Jeep Liberty.
- The Clerk advised the Board that the Handy Man had priced the fencing for California Park at $400.00 without installation. It was suggested that pricing including installation be obtained to get a better picture of the cost.
- Steve’s Path—discussion on damage ended with agreement that the handy man should backfill the areas in question on the path.
- NYPIRG—the Attorney will research the legality of soliciting within the village re; Local Law vs. Freedom of Speech.

- Town of Brookhaven contract for snow removal- A motion to authorize the Mayor to sign the contract was made by C. Vitkun, seconded by C. Lane. Aye C. Lane, S. Nicoletti, C. Vitkun, Nay 0.
