MINUTES OF THE JUNE 25, 2009 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT THE VILLAGE HALL AT 7:00 P.M.
Present Mayor Barbara Donovan, Trustee Carol Lane, Carol Castillo and Sandy Nicoletti.
Also present was Building Inspector, Salvatore Alessi and 5 residents.
Excused were Village Attorney Peter Sverd and Trustee Christine Vitkun.
A motion was made by C. Lane seconded by C. Castillo to approve the minutes of May 14, 2009. Aye C. Lane, C. Castillo, S. Nicoletti and B. Donovan. Nay 0.
A motion was made by S. Nicoletti seconded C. Lane to approve the minutes of May 28, 2009 as corrected. Aye S. Nicoletti, C. Lane, C. Castillo and B. Donovan. Nay 0.
A motion was made by S. Nicoletti seconded by C. Castillo to approve the Treasurer’s report.

A motion was made by C. Lane seconded by C. Castillo to accept the bid of $4,220.00 for the curbing repair at #5 & #7 Indian Valley Road. Aye C. Lane, C. Castillo, S. Nicoletti and B. Donovan. Nay 0.
A motion was made by C. Castillo seconded by C. Lane to install 2 new street lights on Silver Beech Court at a cost of $5,200.00 and replace the missing light on the corner of China Lane and Singingwood Lane at a cost of $1.380.00. Aye C. Castillo, C. Lane, S. Nicoletti and B. Donovan. Nay 0.
A motion was made by C. Castillo seconded by C. Lane to pay bills totaling $12,785.95. Aye C. Castillo, C. Lane, S. Nicoletti and B. Donovan. Nay 0.
A motion was made C. Castillo seconded by C. Lane to expend $1,200.00 for a tent for the Fish Fry on 8/1/09. Aye C. Castillo, C. Lane, S. Nicoletti and B. Donovan. Nay 0.
Treasurer’s Report-John Lane: Reviewed current Treasurer’s report. It was suggested that the prior year’s settlement expenditures be footnoted on the current budget.
REPORTS OF OFFICERS, COMMISSIONERS AND COMMITTEES
Carol Lane-Trustee for Environment & Shore Lines
Drains:
- Dyers Court: Project completed and working well.
- New Street: Chris Voorhis from Nelson & Pope is calling Scott from Eastern Environmental to discuss options for the undermined drain.
- Van Brunt Manor Road: The drain 4A and 4B have been jet cleaned. It is a temporary solution.
Harbor & Mooring: Nothing new. There is less recreational boating in the harbor due to the weather.
Comprehensive Master Plan: A survey is being compiled for Village residents. The survey is to be approved by the Board prior to mailing to the residents.

Carol Castillo-Trustee for Roads, Roadsides and Parks
Roads:
- Roads: Curbing between #5 & #7 Indian Valley. The following bids were received for the project:
- Palermo Paving $4,220.00
- Pellegrino Paving Inc 6,247.00
- Hawkins and Spence 5,485.00
- S. Affatato Asphalt Paving Inc 2,800,00*
- S. Warren Paving & Const. Inc 2,470.00*
* Did not bid to specifications.

Signs: Sign-A-Rama is still working on the layout. The 7 signs will be 24” X 30 ½” and the cost will be under $1,000.00.
Grounds Maintenance: We are currently not happy with the service Pristine Property Care is providing. There seems areas are not being done as to specifications of our contract. Eddie Donovan, Commissioner, is to meet with Kent Valadez to discuss the areas that need to be corrected.
Resident Comments:
- Resident stated we must really get tough with Pristine Property Care.
- Resident stated the brush needs to be cut by the stop sign at Cedar Avenue and Washington Street. Response: We will have that taken care of.
- Resident stated the drain at Chestnut Avenue and Washington Street is full with sand. Response: We will inform the drains commissioner.
- Resident stated Pristine Property Care has really cut back into the woods at California Park; we have lost most of the raspberries. Response: We instructed Pristine Property Care to cut back the growth as we were losing our park area.
- Resident stated the weeds by the walnut boat rack need to be trimmed.
Sandy Nicoletti-Trustee for Public safety & Van Brunt Manor Park & Beach
Public Safety: It has been a quiet month.

Christine Vitkun-Trustee for Finance, Website & Waste Management-Excused
Website: We are trying to set up a meeting with Frank and Joanne from Stafford Associates to update our website.
Waste Management: The new garbage receptacle should be placed adjacent to the last post at the triangle at Van Brunt Manor Road.
Resident Comments: None.
Environmental Action Committee: National Grid is looking to remove 2 oil storage tanks at the Port Jeff plant.
Building Inspector:
- Village Hall renovations have been delayed due to the weather. The contractors should start the renovations soon.
- Building Inspector reviewed his monthly building permit requests. Building permit report is on file at Village Hall.
- Permits/Parks & Beaches- No new permits.
Planning Board: No report.
Zoning Board of Appeals: No report
Other Business:
- Lights: A motion was made by C. Castillo seconded by C. - Dinghy Rack Letter: Public Safety to attach letters to boats in violation of sticker requirements.
- Boat Ramp: Improvement but there is some sand on the ramp. Needs to be kept clean.
- Gallery North Wet Paint Festival: as of this date three artists have signed up to paint on Van Brunt Manor Road. Gallery North will put up signs for the Wet Paint Festival.
- California Park Plantings: C. Lane is to get other suggestions for plantings for California Park.
New Business:

- Fire Department Maintenance Fees: The Setauket Fire Department is starting to charge $125.00 monthly maintenance fee for fuel. We are looking into other options.
- Home Land Security Grants-Not for Profit Grant Program (NSGP) is being expanded to include local municipalities. B. Donovan to review to see if we can apply for any grants for the Village.
- Dog Park: Janet Kagel and Susan Laskowski are working on a proposed sight, possibly at Walnut Park. In addition, the Village could look into a bag dispenser for the dog park.
- We need a second quote for replacement batteries for the GEM. The Clerk’s office to obtain an additional quote.
Correspondence
- NYCOM: Summer training school for Planning Board members and ZBA members is being held on July 21, 2009 at Islip Town Hall.
- A grant allows Kristen Turner from Suffolk County to come and present a 45 minute lecture on how to do background checks on new hires.
