MINUTES OF THE MAY 28, 2009 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT VILLAGE HALL AT 7:00 P.M.
Present was Mayor Barbara Donovan, Trustees Sandy Nicoletti, Christine Vitkun and Carol Lane. Also present was Peter Sverd, Village Attorney and eight residents. Excused was Trustee Carol Castillo.
A motion was made by C. Vitkun seconded by C. Lane to approve the April 16, 2009 minutes as corrected. Aye C. Vitkun, C. Lane, S. Nicoletti and B. Donovan. Nay 0.
A motion was made by C. Lane seconded by C. Vitkun to approve the April 23, 2009 minutes as corrected. Aye C. Lane, C. Vitkun, S. Nicoletti and B. Donovan. Nay 0.
A motion was made by S. Nicoletti seconded by C. Lane to pay bills totaling $4,024.71. Aye S. Nicoletti, C. Lane, C. Vitkun and B. Donovan. Nay 0.
A motion was made by C. Lane seconded by S. Nicoletti to approve the event permit for Tom Lonergan on August 15th, 2009. Aye C. Lane, S. Nicoletti, C. Vitkun and B. Donovan. Nay 0.
A motion was made by C. Lane seconded by S. Nicoletti to approve the 2009 Annual Storm Water report with the recommended corrections. Aye C. Lane, S. Nicoletti, C. Vitkun and B. Donovan. Nay 0.
Treasurer’s Report-John Lane-J. Lane reviewed the current Treasurer’s report. A motion was mad by S. Nicoletti seconded by C. Vitkun to accept the treasurer’s report as presented. Aye S. Nicoletti, C. Vitkun, C. Lane and B. Donovan. Nay 0.
C. Lane made a motion at 7:25 P.M. to adjourn the meeting and open the public hearing on our 2009 Annual Stormwater Management Report.
Public Hearing
Sara N. deSilva from Nelson Pope and Voorhis, LLC presented our 2009 Annual Stormwater Report to the Village Board and residents.
- Report covers from March 8, 2008 thru March 9, 2009.
- This years report is a different format than in the past.
- Village residents are better educated and informed with regards to Stormwater Management.
- No water quality testing has been done.
- Implementation of tracking and evaluation.
- Community involvement is increasing.
- Report will be submitted June 1, 2009.
Public Comments
- Mayor: Can a summary of this report in addition to the full report be placed on our website for our residents? Response: Yes a summary can be prepared.
- Resident: Can you wash your car in the Village of Belle Terre, Port Jefferson and Stony Brook? Response: You must contain the water on your property.
- Resident: Can we wash our cars at the parks? Response: No.
- Resident: After the report is placed on the website does the Village receive any questions? Response: Little to none in the past.
- Resident: A summary of the report is appreciated.
- Resident: Nicely presented.
A motion was made by S. Nicoletti at 8:15 P.M. to close the Public Hearing and resume the regular meeting.
Kent Valadez from Pristine Property Care discussed possible planting options for California Park. Mr. Valadez is to prepare a proposal for the Board’s review of plants that are low maintenance and resistant to salt spray.
REPORT OF OFFICERS, COMMISSIONERS AND COMMITTEES
Carol Lane-Trustee for Environment & Shore Lines
Drains: We are still waiting for Tom Antorino to sign the contract for Dyers Court and to give the Village a start date.
Regular drain cleaning/maintenance is expected to start on Thursday or Friday of next week with jet cleaning of the drain on Van Brunt Manor Road.
Harbor/Moorings: The approach to Setauket Harbor is more silted than expected.
Comprehensive Master Plan: The committee is preparing a questionnaire for our residents a history of the Village will be included with the questionnaire. The questionnaire can also be placed on our website.
Public Comments:
- Resident: The drain/catch basin on New Street is inadequate and the runoff affects several residents’ properties. It is still an issue. Response: The Village Engineers have looked at this in the past and we can definitely have them address this again.
- Resident: Can we do a sump? Response: No.
- Resident: Do we have any vacant land? Response: No.
Carol Castillo-Trustee for Roads, Roadsides and Parks
Roads: Quotes have been received for curbing between #5 & # 7 Indian Valley Road. After review of the quotes John Evans recommends Palermo Paving to do the work.
Signs: Steve from Sign-A-Rama is still working on the layout.
Grounds Maintenance: Pristine Property Care should be in the Village on Thursdays or Fridays. The commissioner is to review the completed work before their payment is mailed.
A receptacle needs to be ordered for the Van Brunt Manor Road triangle.
The boat ramp at California Park has been cleaned and the rocks have been moved. It is recommended that the apron at the top be expanded.
Public Comments
- Resident: Not all the potholes have been filled. Response: We don’t think the Town of Brookhaven has finished as of yet.
- Resident: When the pothole is repaired liquid tar needs to be placed around the patch. Otherwise the repair will not last.
- Resident: A street light is missing on Singingwood. Response: We will look into this.
- Resident: Are the cobblestones going to be repaired? Response: Public Safety will do a survey and our handyman will repair the broken or missing cobblestones.
- Resident: Bayberry bushes may work around the leaching pond.
- Resident: Pristine Property Care can not blow the debris into the preserve. They need to vacuum into the truck.
- Resident: We need to find the property lines.
- Resident: The trust is an asset to the Village.
- Resident: A section on Van Brunt Manor Road just south of Highview Avenue needs to be clipped back.
- Resident: The markings placed by Verizon on the roadway need to be removed. Response: They will wear away.
- Resident: Is Verizon finished? Response: We are not sure; we will call to find out.
Sandy Nicoletti-Trustee for Finance, Website & Waste Management
Public Safety: Monthly Public Safety report was reviewed.
Public Comments
- Resident: The “No Swimming” sign at California Park is leaning. Response: We will have our handyman adjust the sign.
- Resident: Public safety handled an illegal parking issue very professionally. Response: Thank you.
- Resident: Do contractors parking in the street need to apply for street parking permit? Response: The resident needs to make the request.
Christine Vitkun-Trustee for Finance, Website & Waste Management
Website: We need to set up a face to face meeting with Frank from Stafford Associates regarding updating our website.
Waste Management: Four bags of leaves can be put out each Thursday.
Public Comments: None
Attorney: I will be forwarding a draft of the Flood Damage Prevention Law out next week.
Environmental Action Committee (LIPA) – Bob Fishbach is our liaison with National Grid.
Building Inspector: The building inspector is preparing the work schedule for the renovations of Village Hall. The work will not start until after the elections.
Permits: Tom Lonegan has requested an event permit (family gathering) at Mayor’s Park on August 15th, 2009. He has had this event in the past with no problems. A motion was made by C. Other Business: Gallery North Wet Paint Festival: Sites are currently being selected on Van Brunt Manor Road.
