MINUTES OF THE APRIL 16, 2009 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT VILLAGE HALL AT 7:00 P.M.
Present was Mayor Barbara Donovan, Trustees Carol Lane, Carol Castillo, Sandy Nicoletti and Christine Vitkun. Also present was Village Attorney Peter Sverd and 3 residents.
- A motion was made by C. Vitkun seconded by C. Castillo to accept the bid from A & J Antorino, Co. Inc. Aye C. Vitkun, C. Castillo, C. Lane, S. Nicoletti and B. Donovan. Nay 0.
- A motion was made by C. Castillo seconded by S. Nicoletti to pay bills totaling $12,984.49, $1,361.00, $132.64 and $149.66. Aye C. Castillo, S. Nicoletti, C. Vitkun, C. Lane and B. Donovan. Nay 0.
2009/2010 Budget:
The public hearing for the 2009/2010 budget is scheduled at Village Hall on April 23, 2009. The Budget has been posted in the local paper and is on our website. The budget should reflect that allocated surplus of $58,147.00 is being used to balance this year’s budget.
Other Business:
Dyers Court Drainage: Verizon during their project in the Village, has marked the two overflow pipes at Dyers Court. Although Richard Parrish has recommended we only clean the main drain at Dyers Court and jet stream clean the overflow pipes, the Board has agreed to follow the recommendations of Tom Dixon, from Nelson and Pope the Village Engineers to locate, uncover and clean out the drains. The connecting pipes should also be cleaned out and the drywells be brought to grade with cast iron frames and covers for future maintenance. The following bids were received for this project:
A & J Antorino Co., Inc. $5,825.00 for the total project as per specifications.
Ed Cork & Sons, Inc. $4,400.00 – Base price bid with additional costs to be determined by contractor which effectively could increase the total cost significantly.
LaMay & Sons Bid was submitted not per specifications, costs were listed as individual items. Total cost could not be determined per their proposal.
A motion was made by C. Vitkun seconded by C. Castillo to accept the bid from A & J Antorino, Co. Inc. Aye C. Vitkun, C. Castillo, C. Lane, S. Nicoletti and B. Donovan. Nay 0.
Peter Sverd, the Village Attorney is to prepare the contract for the project.
Earth Day: Earth Day is scheduled for this Saturday April 18, 2009. Joe Newfield has volunteered to be at Village Hall in the morning. The Village will have bags available for the cleanup. In addition there will be coffee, juice and donuts for the volunteers.
Street Cleaning: The Village of Port Jefferson does not hire out their sweeper. They have, however, given us a phone number of a company they have used in the past, prior to their purchase of a sweeper. As we do not know when the Town of Brookhaven will be sweeping the streets in the Village of Poquott the Clerk is to call and obtain a quote from the private sweeping company.
Comprehensive Plan: Roger Flood has sent letters, inviting Village residents to
join the steering committee that will be reviewing the Comprehensive Plan of the Village.
New Business:
Drains: Rich Parrish has prepared the specifications to have drains cleaned in the Village.
Signs: Carol Lane has met with Steve Elias, of Sign-A-Rama regarding replacing the signs at our Village Beaches and Parks. The total cost for this replacement would be $1109.00. C. Castillo has agreed to work with C. Lane in obtaining a second quote.
Bills: A motion was made by C. Castillo seconded by S. Nicoletti to pay bills totatling $12,984.49, $1,361.00, $132.64 and $149.66. Aye C. Castillo, S. Nicoletti, C. Vitkun, C. Lane and B. Donovan. Nay 0.
Ramp: The Clerk to see if our handyman can clean the ramp at California Beach.
Permits:
A motion was made by S. Nicoletti seconded by C. Vitkun to approve the event request of Kelly Rutigliano to have a Birthday Party at California Park on May 9th, 2009. Aye S. Nicoletti, C. Lane, C. Castillo, C. Vitkun and B. Donovan. Nay 0.
The $150.00 deposit has been received along with the required liability insurance rider.
Correspondence:
We have received notification from US Census Bureau that their employees will be visiting every housing unit in every neighborhood and community between April 2009 and July 2009.
Public Comments:
- Resident: The Village residents should be notified that US Census Bureau employees will be visiting the Village. Response: We will put that information on our website and send a post card notification to our residents.
- Resident: Maybe a bobcat could be used to remove the sand from the boat ramp. Also flexible grating could be added to the side of the boat ramp to reduce the sand from being washed up on the ramp and make the ramp a little bit wider. Response: Could you look into the flexible grating? Resident: Yes.
- Resident: I do not think it is a good idea to cover the mural at Village Hall. If the original artist does not want to complete the mural we should try to locate another artist that would be interest in completing for the Village. Response: We will talk to the original artist.
A motion was made by C. Lane seconded by C. Castillo at 8:35 P.M. to go to executive session to discuss potential litigation. Aye C. Lane, C. Castillo, S. Nicoletti, C. Vitkun and B. Donovan.
