MINUTES OF THE MARCH 12, 2009 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT VILLAGE HALL AT 7:00 P.M.

Present was Mayor Barbara Donovan, Trustee Carol Lane, Carol Castillo, Sandy Nicoletti and Christine Vitkun.  Also present was Village Attorney Peter Sverd and six residents.

A motion was made by C. Vitkun, seconded by C. Castillo to pay our bills totaling $49,867.21.  Aye C. Vitkun, C. Castillo, C. Lane, S. Nicoletti and B. Donovan.  Nay 0.

A motion was made by C. Lane seconded by C. Castillo to open (2) $50,000.00 and (1) $89,000.00 one month certificate of deposits.  Aye C. Lane, C. Castillo, C. Vitkun, S. Nicoletti and B. Donovan.  Nay 0.

2009/2010-Budget: 
A recommendation was made to change A8510.4 Village Beautification to Village Grounds Maintenance with the new budget.
In addition, funds are to be set aside for Long Term Road projects.
Saturday 3/14/09 John Evans and Mayor Donovan are to ride through the Village to identify the roads that need to be repaired and or repaved.
It is suggested that another budget work session be held prior to our next Board meeting on 3/26/09.
Ramp Motors in Port Jefferson Station has the BOCES contract and is able to sell vehicles to municipalities for less than the State bid list.  When we are ready to purchase our next vehicle we should contact them to see what is available.  We will also save on the delivery charge.

Comprehensive Master Plan: 
Roger Flood is preparing a letter inviting possible candidates to join the Special Board who will be reviewing the Comprehensive Master Plan of the Village of Poquott.

OTHER BUSINESS:
Dyers Court Drainage:  A map of Drigh Neck Pine from 1985 indicated that there were 2 drywells connected to the known drywell/catch basin at Dyers Court.  The plan shows the drywells are located in the grass area adjacent to the end of the road.  Tom Dixon from Nelson & Pope, Engineers & Surveyors recommend that these drywells be located, uncovered and cleaned out.  The connecting pipes should also be inspected and cleaned out.  It was also recommended that these drywells be brought to grade with cast iron frames and covers for future maintenance.
B. Donovan is to call Rich Parrish to see who he would recommend to do this work.  C. Lane is to call Dr. Lederman to let him know we may have a resolution to the water problem.
Shovel Ready Grants:  Are grants that are available for construction and drainage projects that are ready to be done.
2009 Stormwater Annual Report:  The state just produced the 2009 template for the report.

 

NEW BUSINESS:
A motion was made by C. Vitkun seconded by C. Castillo to pay our bills totaling $49,867.21.  Aye C. Citkun, C. Castillo, C. Lane, S. Nicoletti and B. Donovan.  Nay 0.

Public Safety needs to make sure the top of the Village Drains are free from leaves and debris

Charlie our handyman needs to look at the branches that were left on Bayberry Road when the tree limbs were trimmed.  If he is unable to clear the tree limbs we must call Norse Tree Service.

Public Safety will have office hours on Saturdays from 10:00 A.M. to 12:00 P.M. starting May 16, 2009 thru June 27, 2009 to issue parking, mooring and dinghy stickers for residents that are unable to come to Village Hall during normal working hours.

CORRESPONDENCE:
2010 Census is looking for a volunteer from the Village to spearhead the upcoming census for the Village.  The request can be placed on our website.

The Town of Brookhaven Office of Women’s Services will hold the 23rd Annual Women’s Recognition Night on March 26, 2009.

The Three Village Community Trust is having a meeting at Stony Brook University on March 18, 2009 regarding the Green Bicycle Path.

PUBLIC COMMENTS:

  1. Resident:  There are residents that blow leaves and debris into the streets.  When it snows they throw the snow into the street after it has been plowed.  Response:  When you see this occur please call Public Safety.
  2. Resident:  On the budget line under auto insurance it does not reflect a payment. Is the car insurance included in the line Liability and Property?  Response: Yes. It can be broken out in the future.
  3. Resident:  Why are we considering purchasing a pickup?  Response:  We were looking into possibly purchasing a sander for the back of the pickup.
  4. Resident:  Instead of Public Safety having office hours at Village Hall on Saturdays to issue permits, couldn’t they issue the stickers during their patrol?  Response:  The supervisor does his paperwork on Saturday morning, once he finishes he could place a sign on the door that he is on patrol and any resident requesting a permit can call the Public Safety phone number and he could meet the resident at the office or at a village park.
  5. Resident:  The sign at Van Brunt Manor Beach should be smaller and more welcoming to the Village residents.  In addition, the No Dog Sign should be separate.
