MINUTES OF THE SEPTEMBER 25, 2008 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT VILLAGE HALL AT 7:00 P.M.
Present Mayor Barbara Donovan, Trustees Carol Castillo, and Sandy Nicoletti. Also present was Village Attorney Peter Sverd and 2 residents.
Absent Trustees Carol Lane and Christine Vitkun.
A motion was made by S. Nicoletti seconded by C. Castillo to accept the August 14, 2008 minutes as written. Aye S. Nicoletti, C. Castillo and B. Donovan. Nay 0.
A motion was made by C. Castillo seconded by S. Nicoletti to accept the August 28, 2008 minutes as written. Aye S. Nicoletti, C. Castillo and B. Donovan. Nay 0.
A motion was made by S. Nicoletti seconded by C. Castillo to accept the Treasurer’s Report as written. Aye S. Nicoletti, C. Castillo and B. Donovan. Nay 0.
A motion was made by C. Castillo seconded by S. Nicoletti to move $25,000.00 from our MBIA Class account to our HSBC Bank savings account.
A motion was made by C. Castillo seconded by S. Nicoletti to replace the entrance ramp and install new railings at Village Hall as per the recommendation by Sal Alessi our Building Inspector. Aye C. Castillo, S. Nicoletti and B. Donovan. Nay 0 .
REPORT OF OFFICERS, COMMISSIONERS AND COMMITTEES
John Lane-Treasurer
Treasurer’s report was presented. A motion was made by S. Nicoletti seconded by C. Castillo to accept the Treasurer’s Report as written. Aye S. Nicoletti, C. Castillo, and B. Donovan. Nay 0.
A request was made to move $25,000.00 from our MBIA Class Account to our HSBC Savings Account. After a discussion a motion was made by C. Castillo seconded by S. Nicoletti to move $25,000.00 from our MBIA Class account to our HSBC Bank savings account.
Carol Castillo-Trustee for Roads, Roadsides and Parks
California Park: Mayor Donovan met with Brian from DF Stone to discuss the 2 mature Rose of Sharon bushes that had died and reimbursement for the repairs that were done to the lawn at 70 Chestnut Avenue. The Rose of Sharon bushes are dying not because of the construction but because they are diseased, in addition they feel that no work was done at 70 Chestnut Avenue and they should not be responsible for the reimbursement. The Village Clerk is to contact the owner of 70 Chestnut Avenue and see if he is aware of the condition of his lawn. The Village Clerk is to call DF Stone to have them shut off the sprinkler system. The ball field has been re-seeded. The beach grass in to be planted in November. There are plants that have died that need to be replaced. They will have a one year guarantee from the time that they are planted. The Village Clerk is to call our engineers regarding a final punch list and walk through.
Roads: The curbing has been completed and will help with the erosion on the sides of the roadways. It is time to re-stripe the roads. A pothole survey needs to be completed.
Public Comments:
- Resident: The Van Brunt Manor Road work looks great.
- Resident: The drain on Van Brunt Manor Road and Shore needs to be cleaned. Response the drain cleaning should be starting shortly.
Sandy Nicoletti-Trustee for Public Safety & Van Brunt Manor Park and Beach
Public Safety reviewed their monthly report. Fewer officers are on duty during the week to reduce costs. Four officers will be on duty on Friday, October 31, 2008. B. Donovan informed public safety that complaints taken from residents are to be recorded as anonymous not with the residents name.
Disaster Mitigation Act of 2000. The required paperwork has been submitted, should there be a disaster this gives the residents the ability to apply for Federal Aid.
Van Brunt Manor Park and Beach. The boat missing the Village boating sticker has applied and received their sticker.
Public Comments: Resident inquired if we had any information on the robbery on the south side of 25A? Response: No.
Christine Vitkun-Trustee for Finance, Website & Waste Management (Absent)

Waste Management: Furniture and bulk items to be put at curbside on Thursdays.

Carol Lane- Trustee for Environment and Shorelines (Absent)
Harbor and Moorings-John Lane- Harbor Advisory Board will meet on October 8, 2008. The meeting that is open to the public will be held on October 15, 2008.
Public Comments: None
Attorney: Tunis appeal, we are waiting for a date.
Environmental Action Committee (LIPA) The Village of Port Jefferson does not want the plant to close as they receive significant pilot payments from LIPA. Richard Parrish sent a letter to Kevin Law, Chairman of LIPA requesting a meeting to discuss the fate of the plant. In the future R. Parrish should not send letters on Village letterhead, it should be sent from PEAC.

Planning Board: Need to complete their required training.
ZBA: Need to complete their required training.
OTHER BUSINESS
Accessory Apt Law: The letters will be mailed to the residents.
Tree, Fauna-over clearing of property: To be discussed at the 10/23/08 meeting.
Pyramid Law: Planning Board working on this project.
Foil: When completing a foil request if more than 2 hours spent on the request we are now allowed to charge the requestor an hourly fee equivalent to the lowest paid clerk or clerical employee.
