MINUTES OF THE SEPTEMBER 27, 2007 GENERAL MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT VILLAGE HALL AT 7:00 P.M.
Present Mayor Barbara Donovan, Trustees Carol Castillo, Sandra Nicoletti, Christine Vitkun, absent Trustee Carol Lane. Also present Village Attorney Peter Sverd and seven residents.

REPORT OF OFFICERS, COMMISSIONERS AND COMMITTEES
CAROL CASTILLO Trustee for Roads, Roadsides and Parks
PARKS—Pristine Property Care will increase work in Trustees Park to augment the contract in lieu of work for California Park that was eliminated due to the construction.
ROADS—pricing for paving still being obtained.
COMMENTS
- Resident—the Belgian block curbing repairs have not been completed. Ans. the Clerk will have the handy man complete the repairs.
CHRISTINE VITKUN Trustee for Finance, Village Hall and Waste Management
GENERAL CODE—the Village needs to adopt the code to replace existing Local Laws. Public hearing set for October 25, 2007.
WEBSITE—a date needs to be set for update training so that the Village can add information on its own instead of going to the web host.
COMMENTS – none
SANDRA NICOLETTI Trustee for Public Safety & VanBrunt Manor Beach
PUBLIC SAFETY—three officers will be on duty for Halloween night.
SPECIAL PARKING PERMITS—new form presented by the Clerk was discussed and approved.
COMMENTS
- Resident—the next newsletter must contain something regarding Public Safety hours etc; as residents are under a misconception as to what is Public Safety.
- Resident—could the office inform Public Safety Commissioner when an officer calls in to inform the Village of inability to come in to work.
- Resident—recently an officer had a situation re; LIPA security and time was wasted with multiple phone calls when a call to 911 should have been made in the beginning. Officers should have the phone number for LIPA security available to them.
ATTORNEY
Verizon—PSC approval of the franchise is still pending.
Zoning Code Changes—code changes still being prepared for Planning Boards review.
Bathing Association— EVEN IF THE Village rented the space to a bathing association bathing could not be done under the less stringent code for an association because the property would still be part of the municipality.
LIPA/Keyspan—Steven B. Matthews preserve transfer is on track.
CALIFORNIA PARK
Engineers reported that the work is ahead of schedule.
BUILDING INSPECTOR
The revamp of the department is underway. Discussion on changing the bond requirements ended with no decision.
VILLAGE HALL RENOVATION/ JUSTICE COURT GRANT
Discussion on moving forward with at least a planning stage for renovations ended with a decision to have the Clerk prepare a position on funds available for the Board.
Training for Justice Court personnel will be held at Criminal Court. Riverhead on 10/10/07.
PLANNING BOARD
After discussion the Board determined that the Planning Board should address the Pyramid Law question again to put into place changes required in construction planning.
OTHER BUSINESS
- Washington Street/ VanBrunt Projects—Washington Street project being put out for bids.
- Maybeck Drive Update—drains on Maybeck are included in the drain cleaning package being put out to bid. The letter sent to Maybeck residents has drawn no response.
NEW BUSINESS
- Vehicles on Beach—it has been reported that vehicles are going on Walnut Beach. A chain must be installed to close off beach access.
- Discussion was held on the following;

- Types and amount of vehicles that can be parked on residential property—more review is required.
- Trees, Fauna – over clearing of property.
- PODS
- The Clerk asked for a motion to allow the Mayor to sign a Snow removal contract with the Town. Motion to allow the mayor to sign the contract was made by C. Castillo, seconded by C. Vitkun, Aye C. Castillo, S. Nicoletti, C. Vitkun, Nay 0.
The meeting was adjourned at 9:30 P.M. on a motion by C. Vitkun.
