MINUTES OF THE SEPTEMBER 10, 2007 BUSINESS MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT VILLAGE HALL

Present Mayor Barbara Donovan, Trustees Carol Castillo, Carol Lane, Sandra Nicoletti, Christine Vitkun, Village Attorney Peter Sverd and 2 residents.

D.F. Stone – California Park Project - The Mayor stated that the DEC permits for the California Beach Drainage Project are all in order and on their way to us. Salerno Brokerage is expecting to receive the pollution clause from D.F. Stone’s company on 9/11/07. When it arrives they will fax the info to the Town of Brookhaven. As soon as that is in place, the Mayor will sign the contract with D.F. Stone. While construction is in progress the parking lot, ballfield and entrance to the beach area will all be cordoned off.  
A letter was sent to boat owners with stickers for the Calfornia Park dinghy rack to have their dinghies removed by 9/17/07. They were also told that there will be no boat access from the beach. A motion for the Mayor to sign the D.F. Stone contract as soon as the insurance clause is cleared up was made by C. Lane, seconded by S. Nicoletti; Aye C. Castillo, C. Lane, S. Nicoletti; Nay 0.

Washington Street Project – The Attorney did not think it a good idea to combine the Washington St. Project with the California Beach Project. Formal notice was not given and bids were not solicited. It should remain separate. The Board questioned if we could pare down the Scope of Services Proposal from NPV as it represents too much of the proposed grant money for the project. The Board would also like Ted Masters and Rich Parrish to review the engineering survey to determine how much the project should cost.

New Business
1 - R. Parrish made a format for the drain cleaning bids and would like the Board’s ok to use it. The Board will review the format.
2 - Repair of Birchwood Ave. – Rosemar was called and they do not repair single roads. L. Mitchell is looking into combining repairs for Birchwood Ave, Walnut Ave. and Maple Ave. to create a higher bid package. Lois will also call J. Rouse, Brookhaven Superintendent of Roads, to ask for his assistance.
3 – Vandalism – signs at Van Brunt Manor Beach have been painted over She’s
 been advised that sensor lights are not needed at California Park but are at Van
Brunt . She is not in favor of cutting foliage at Van Brunt. We’re better off with
movement activated lights. Carol will contact LIPA to find out about installing
poles/whatever to get sensor lights. Surveillance system and alarms at Village
Hall. Carol got two quotes involving cameras and a monitoring system. She’s still
gathering info. B. Donovan things we should hear about Justice Grant money by
early November. The Mayor also suggested that the Setauket Fire Dept. may be
helpful in monitoring our security.

PERMITS
A private party was held at California Park on 9/9/07 and several liberties were taken
beyond the scope of the party permit.  It was suggested that the Special Parking Permit

application be revised to reflect the reason behind the $150.00 cash deposit, the reason for the party and the expected number in attendance.  A letter will go out to the resident who had the party informing her that her deposit will not be returned due to her misrepresentation on the permit application.

CORRESPONDENCE
B. Donovan is making arrangements for the Court Clerk, Village Justice and Village Attorney to participate I a Justice Court training session.

The Board went into Executive Session at 8.29 to discuss a personnel matter.

Board meeting resumed at 8:43.
Minutes of Sept. 10, 2007 continued.

Proposed: that Eileen Harvey be appointed as Deputy Clerk beginning 9/10/07 at $10/hour for eleven hours per week until Dec.31, 2007.  Motion to accept proposal by C.
Castillo, seconded by C. Lane; Aye C. Castillo, C. Lane, S. Nicoletti, C. Vitkun, B. Donovan. Nay 0.

A motion to grant Deputy Clerk Jean Menninger an increase of $2/hour effective immediately was made by C. Castillo, seconded by S. Nicoletti; Aye C. Castillo, C. Lane,
S. Nicoletti, C. Vitkun, B. Donovan, Nay 0.

Meeting adjourned at 8:48 P.M> on motion by C. Vitkun.
