MINUTES OF THE JULY 26, 2007 REGULAR MEEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT VILLAGE HALL
Present Mayor Barbara Donovan, Trustees Carol Castillo, Carol Lane, Sandra Nicoletti, Christine Vitkun, also present Village Attorney Peter Sverd and 7 residents.

The Minutes of the June 14, 2007 meeting were accepted as corrected on a motion by C. Lane, seconded by C. Vitkun, Aye C. Castillo, C. Lane, S. Nicoletti, C. Vitkun, B. Donovan, Nay 0.

BIDS—a review of the bids with T. Dixon of Nelson Pope & Voorhis on negotiation/reduction of the project/ rebid after reduction ended with a decision to have the low bidder D.F. Stone come in for a meeting to discuss the project.
REPORT OF OFFICERS, COMMISSIONERS AND COMMITTEES
JOHN LANE –TREASURER- the Treasurers report was accepted as given on a motion by C. Castillo, seconded by C. Vitkun, Aye C. Castillo, C. Lane, S. Nicoletti, C. Vitkun, B. Donovan, Nay 0.
CAROL CASTILLO- TRUSTEE FOR ROADS, ROADSIDES AND PARKS
PARKS

Walnut- the fake rock will be delivered and the back flow valve installed next week.
ROADS—a letter has been sent to the two property owners on Sharon Ave. advising them that the end of the road it is their property and they are responsible.
Comments

  1. Resident—most tickets are dropped by the Court after the driver claims no parking signs not installed. Ans. signs are on all streets and entrances to the Village. This will be reviewed with the court.
  2. Resident- Roadsides- landscaper not cutting on Washington Street between Singingwood and Birchwood. Ans. landscaper will be contacted re: roadside cutting.
  3. Resident—power lines on Washington Street are covered with ivy. Ans. LIPA will be contacted.
  4. Resident—there is a lot of over growth on the west end of Chestnut Ave. Ans. landscaper will be advised.
  5. Resident—all of the Village roads are in bad shape and need to be repaved. Ans. worst roads will be done first, others as funds allow.
  6. Resident—the California Park project should be scaled back to reduce amount of work and expense.

CHRISTINE VITKUN- TRUSTEE FOR FINANCE, VILLAGE HALL & WASTE MANAGEMENT
GENERAL CODE- the Clerk was asked to contact General Code for an update.
WASTE MANAGEMENT—notices to residents re: mail delivery/trash can placement need to be sent out soon.

CAROL LANE—TRUSTEE FOR ENVIRONMENT & SHORE LINES
STORM WATER PHASE II- third annual report has been filed.
DRAINS/ENVIRONMENT-the Birchwood Drain is covered. The Clerk was asked to have the handyman clean off the top of the drain. Discussion on the engineers report on Steve’s Path.
HARBOR & MOORINGS -  buoys are missing in Setauket Harbor, transient facility still not finished.

SANDRA NICOLETTI- TRUSTEE FOR PUBLIC SAFETY & VANBRUNT MANOR BEACH
PUBLIC SAFETY- officer is on duty for A.M. hours Saturday and Sunday. Patrols of beaches will be done every half hour.
Comments

  1. Trustee  - bill for auto repairs is excessive;  Procurement Policy should be followed for repairs.

ATTORNEY

  1. Abandoned cars- local law ready for public hearing. Date set at 8/9/2007.
  2. Verizon—hearing slated for 8/9/2007.
  3. Bathing Assoc.-research ongoing into options.
  4. Keyspan/LIPA agreement—metes and bounds needed for deed filing- monitoring company needs to be selected by Village? Or LIPA? Bid may be required.

VILLAGE HALL RENOVATION/JUSTICE COURT GRANT
The Mayor will be attending the Dunn Commission meeting for info on the court grant.
PLANNING BOARD
The Planning Board will meet on 8/8/2007- agenda will include the Accessory Apt. proposed law.
PERMITS
4 Indian Valley still in the application process.
OTHER BUSINESS

  1. Maybeck Drive—meeting held with property owners. Discussion re: what  action will be taken  by Village ended with an agreement to send the homeowners a letter.

NEW BUSINESS

  1. Discussion on legislation/regulation of the following:
  2. Types and amounts of vehicles- no storage of commercial vehicles- local law needed.
  3. Trees, fauna- over clearing of property - research of existing laws available to utilize for Village laws.
  4. PODS- discussion on laws to regulate.

CORRESPONDENCE

  1. The engineers firm submitted a breakdown of sections of the California Project that could be reduced or removed.           
  2. Quality of Life—Islandia Village Newsletter article- re; cell tower/flagpole erected at Village Hall.

PUBLIC COMMENT

  1. Resident—what about the road repairs? Ans. the V1illage needs to plan for funding short and long term as well as which streets need to be done in what order. The Town will be contacted for construction cost info and contractor names.

The meeting adjourned at 9:40 P.M. on a motion by C. Vitkun.
