MINUTES OF THE JUNE 28, 2007 REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT VILLAGE HALL
Present Mayor Barbara Donovan, Trustees Carol Castillo, Carol Lane, Sandra Nicoletti, Christine Vitkun; also present Village Attorney Peter Sverd, and 9 residents.

PUBLIC HEARING
The Board opened the Public Hearing on the Storm Water Phase II Annual Report.
An overview of the report was given by Carrie O’Farrell of Nelson Pope& Voorhis, LLC. The Village must adopt two local laws pertaining to illicit discharge and storm water management by January 1, 2008 in order to be in compliance. Samples of both local laws will be forwarded by E-mail to the Village Clerk for copying and distribution. The floor was opened for public comment: no comments.
The hearing was closed on a motion by C. Lane, seconded by S. Nicoletti.
REPORT OF OFFICERS, COMMISSIONERS AND COMMITTEES
TREASURER-
J. Lane presented the final report of fiscal year 2006-2007 and the current fiscal year 2007-2008 report covering the month of June, discussion followed. The reports were accepted as given on a motion by C. Vitkun, seconded by C. Lane, Aye C. Castillo, C. Lane, S. Nicoletti, C. Vitkun, B. Donovan, Nay 0.
CAROL CASTILLO—Trustee for Roads, Roadsides and Parks
Parks & Beaches—the Clerk was asked to check the bills just paid for information into the proper allocation of the charges.
Comments
- Resident—VanBrunt Manor Road roadsides after White Pine Lane are not trimmed by the landscaper.
- Resident- the roadside west of VanBrunt Manor Road along Shore Road needs to be trimmed back.
CHRISTINE VITKUN— Trustee for Finance, Village Hall & Waste Management
Website-- the Village still has not gotten the code to allow input for announcements etc; on the website.
Comments, none.
CAROL LANE—Trustee for Environment & Shore Lines
Storm Water Phase II— report adopted.
Comments
- Resident—the resident that attended the legislative session for Broadwater should get a thank you letter from the Village.
- Resident—the top of the drain on the VanBrunt Manor curve needs to be cleaned off. A rake is required to be kept at the site to regularly clean off the debris.
SANDRA NICOLETTI- Trustee for Public Safety & VanBrunt Manor Beach
Public Safety—will attend emergency planning tabletop.
Emergency Preparedness—tabletop scheduled for Village Hall Saturday June 30.
Comments
- Resident—Public Safety should receive training in proper summons writing.
- Resident—Public Safety should check houses for proper construction permits, discussion followed.
ATTORNEY
Keyspan—base line study on the conservation easement has been completed, a meeting has been scheduled for 7/10/07 to discuss settlement implementation, discussion followed.
Local Law for Accessory Apartments is being prepared. The abandoned cars law needs to be revamped to include input from the public hearing.
DEPARTMENT OF HEALTH-
The water testing phase has been completed. The next step is the Sanitation Survey to be completed by the Village Engineers when they are approved to do so. Costs for the operation of a beach were discussed. An informational hearing should be held to acquaint residents with the cost of a beach operation and obtain input from residents.
Resident—the value of homes in Poquott is tied to beach water usage.
CALIFORNIA PARK PROJECT- the Attorney indicated that he had reviewed and amended the contract with Nelson Pope and Voorhis,LLC and recommends signing by the Mayor. A motion to authorize the Mayor to sign the agreement was made by C. Castillo, seconded by C. Lane, Aye C. Castillo, C. Lane, S. Nicoletti, C. Vitkun, Nay 0.
JUSTICE COURT GRANT- discussions have been held with court personnel in regard to needs and updates required.
Minutes of June 28, 2007 continued
VILLAGE HALL- the engineers report has been completed and a copy prepared for each Trustee.
PERMITS—15 Silver Beech Court – swimming pool.
OTHER BUSINESS
- Resident complaint— Maybeck runoff problem-the Clerk was instructed to follow up on the resident complaint and to respond to the resident.
CORRESPONDENCE
- FEMA has prepared a revamped flood plan map that will be displayed at a meeting on July 19, 2007
RESIDENT COMMENTS
- Resident—the “no wake’ bouys should be installed to slow down boaters.
- Resident—the boat racks have many unstickered dinghies still in place.
A motion to enter executive session to discuss Public Safety and employee issues was made by C. Castillo
Executive session adjourned on a motion by C. Castillo.
The meeting adjourned at 10:15 P.M. on a motion by C. Vitkun.
