JUNE 14, 2007 MINUTES OF THE BUSINESS MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT VILLAGE HALL

Present Mayor Barbara Donovan, Trustees Carol Castillo, Carol Lane, Sandra Nicoletti, Christine Vitkun, also present Village Attorney Peter Sverd and five residents.

OTHER BUSINESS

  1. BEACH—the Clerk reviewed the progress of the Beach Operation permit to date. The reports required by the DOH can only be prepared by the Village Engineer and will cost  $10,000.00. The beach would also require hiring of lifeguards at an approx. cost of $20,000.00 for the season. The DOH is supposed to allow the Village time to comply with the bathroom facility construction which would be an approx. cost of $50,000.00 hopefully spread into two fiscal years to mitigate the impact. Discussion followed.
  2. LIPA/KEYSPAN—a meeting is supposed to be arranged by S. Englebright’s office. As for the monitoring study, it is undetermined who selects the monitoring firm. Baseline study on the easement to be completed soon.
  3. ARTICLE 78—the court has ruled in favor of the Village.
  4. STORMWATER PHASE II- public hearing will be held on June 28, 2007 for input on annual report.
  5. ROADS—J. Evans stated that the Village should schedule roadwork based on the complaints from residents of road conditions first then move to other roads for work if dollars are available.
  6. MAYBECK DRIVE—resident complaint re:  runoff into street— will be reviewed by the Board.
  7. MAYBECK DRIVE—resident complaint re:  runoff onto private property—Building Inspector to review. Discussion followed.

NEW BUSINESS

  1. JUSTICE COURT—Mayor Donovan updated the Board on recent information obtained at the NYCOM conference re:  electronics and safety compliance. Equipment will be forthcoming for the Justice Court as well as grants being available for additional equipment to bring the court into compliance with standards set by the Attorney Generals office.
  2. DOG ISSUE—town license and town control are the keys to this issue.
  3. EMERGENCY TRAINING—a table-top emergency planning session will be held on June 30 at Village Hall.
  4. ATTORNEY--the Village hired the firm of Yuen, Rocconova, Seltzer and Sverd as Village Attorneys on a motion by C. Castillo, seconded by C. Vitkun, Aye C. Castillo, C. Lane, S. Nicoletti, C. Vitkun, B. Donovan, Nay 0.
  5. CALIFORNIA PARK—the engineers have forwarded a proposal for the bid and construction phase of the California Park drain construction project. The proposal was reviewed by the Board and will be reviewed by the Village Attorney before action is taken. A question on project manager cost will be reviewed with the engineers for clarification.

PERMITS—the Building Inspector reviewed the work at 4 Indian Valley and the contractor was told to obtain permits.
