APRIL 12, 2007 MINUTES OF THE BUSINESS MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT VILLAGE HALL

Present Mayor Barbara Donovan, Trustees Carol Castillo, Carol Lane, Sandra Nicoletti, Christine Vitkun, also present Village Attorney Peter Sverd, Treasurer John Lane and one resident.

BUDGET
After discussion the Board increased A1410.1 by $ 1000.00 to a total of $32, 000.00 breakdown to be determined at one of the May meetings.
Discussion on the outstanding bills from the Town of Brookhaven ended with a decision to have the Clerk call the Town Highway Dept. to obtain a bill for the services performed.

OLD BUSINESS
1) Landscape Bid-A motion to approve the contract with Pristine Property Care, LTD as the village landscaper was made by C. Vitkun, seconded by C. Lane Aye, C. Castillo, C. Lane, S. Nicoletti, C. Vitkun , B. Donovan, Nay 0.
 2) Investment Policy- after review of the sample policy the Board determined that the passage of the village version will be done at a future meeting.

ATTORNEY

  1. D.E.C. and Corps of Engineers permits still pending, however bid specs are almost completed and will soon be available for the Village to advertise for contractors.
  2. The attorney firm no longer represents the Village. A motion to hire P. Sverd as Village Attorney until the new firm can be formed was made by C. Lane, seconded by C. Castillo, Aye C. Castillo, C. Lane, S. Nicoletti, C. Vitkun, B. Donovan, Nay 0.
  3. Article 78—the attorney for the plaintiff has requested several adjournments so the case is still pending.

NEW BUSINESS

  1. Belgian block curbing request—the owner of # 7 Indian Valley Road requests permission to place Belgian Block curbing along his property and the paved roadway. After discussion the Board agreed that the resident could put in the block curbing with a permit and a proviso that the resident is responsible to maintain the curbing.
  2. North Fork Bank- after discussion on rates and services the Board determined that there is no reason to change bank relationships at this time.
  3. Dogs—a resident of Chestnut Ave. was attacked by a dog. Other incidents have occurred involving the same dog. The Board asked the clerk to send a letter to the owner.
  4. Earth Day— rescheduled as spring cleanup date will be established later.
  5. Calendar- discussion on dates for the web site.
  6. Beach Guards—the clerk was asked to place an ad for beach guards. 2 fulltime for weekdays and 1 P/T for weekends.
  7. Water testing—the Clerk gave a report on the testing firm and their price of approx. $2600.00. A motion to hire the testing firm was made by C. Lane, seconded by S. Nicoletti, Aye C. Castillo, C. Lane, S. Nicoletti, C. Vitkun, B. Donovan, Nay 0.
  8. Auditor—a motion to allow the Mayor to sign the contract with the auditor was made by C. Lane, seconded by C.Castillo, Aye C. Castillo, C. Lane, S. Nicoletti, C. Vitkun, B. Donovan, Nay 0.
  9. Village Hall—the Board asked the Clerk to prepare a list of preventive maintenance issues for Village Hall to keep the building in good repair until future renovations could be done.

PUBLIC COMMENTS

  1. Resident—a derelict boat has floated up on VanBrunt Manor Beach
  2. Resident—car thefts situation has to be addressed by extended hours for Public Safety. Ans. 24/7 coverage is very expensive and still may not be enough.

The meeting adjourned at 9:10 P.M. on a motion by C. Vitkun.
