MINUTES OF THE OCTOBER 26,2004 MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF POQUOTT HELD AT 7:00 P.M. AT VILLAGE HALL
Present Mayor Barbara Donovan, Trustees Carol Castillo, Stephen Matthews, Sandra Nicoletti, Christine Vitkun, also present Attorney Joseph Prokop and 9 residents.

TREASURERS REPORT
The Treasurers report was given by J. Lane (see attached)
The report was approved on a motion by C. Vitkun , seconded by C. Castillo, Aye C. Castillo, S. Matthews, S. Nicoletti, C. Vitkun, B. Donovan, Nay 0.
The board has been given a copy of the audit for fiscal year 2002-2003, discussion followed.
The Treasurer stated that he had contacted the insurance company for copies of the coverage and determined that the replacement cost for Village Hall was too low to replace the building. This will have to be increased. Also the blanket insurance was still at one million and should be higher.
The Treasurer has reviewed the question of borrowing & investing as a means of producing income and has found that the practice would probably be illegal.
REPORT OF OFFICERS, COMMISSIONERS, AND COMMITTEES
Stephen Matthews—Trustee for Environment & Shore Lines
- P.E.A.C.—the committee has received word that the appeal on the LIPA case has been decided in favor of LIPA with the exception of the legal fees. Discussion followed.
- DRAINS—discussion on the Washington Street project.
- STORM WATER PHASE II—no grant money available.
- WATER BORNE TRANSPORTATION—a new ferry route to New Haven will be instituted by the ferry company.
COMMENTS--- none
Carol Castillo—Trustee for Roads, Roadsides and Parks
- ROADSIDES—the landscaper will be doing the final cleanup of the roadsides soon.
- TRUSTEES PARK—several trees were removed near the swing set.
- SIGNS—existing signage will be reviewed for placement and correctness.
- CALIFORNIA PARK—rocks will be put down on the beach. All dinghies should be removed for the winter. The Clerk will notify all dinghy owners to remove them.
COMMENTS—none
Sandra Nicoletti—Trustee for Public Safety & VanBrunt Manor Park/Beach
- PUBLIC SAFETY—a meeting of the officers was held on Oct. 27. Double coverage is planned for Halloween night. Neighborhood Watch signs will be ordered and the cost will be split with the Civic Assoc.
COMMENTS – none
Christine Vitkun—Trustee for Finance, Village Hall & Waste Management
- WEBSITE—the permit application on the website will be updated.
- GRANTS—Transportation and Safety grants are being looked into for funds for several projects.

OTHER BUSINESS
- The Mayor noted that New York State has passed a law outlawing PVC pipe. All plumbing must use metal pipe.
- J. Lane stated that he had received a quote from Kruty landscaping for the posts on VanBrunt of $955 , therefore he will award the job to Kruty Landscaping.
PUBLIC COMMENTS
- Resident—why are there no grant funds available for Storm Water Phase II ? Ans. NYS has not posted any grant info for Storm Water Phase II.
The meeting adjourned to executive session to discuss litigation on a motion by C. Castillo
After discussion a motion to continue the LIPA litigation with a notice of intent for relief was made by C. Castillo, seconded by S. Nicoletti.S. Matthews nay, C. Castillo Aye, C. Vitkun Nay, S. Nicoletti Aye, B. Donovan Aye.
The executive session was adjourned on a motion by C. Castillo.
The Board announced that a determination had been made to file permission to be heard at the Court of Appeals via a relief application.
